What does it say? Old Persian Cuneiform script

I am looking for anyone that can provide a correct translation for this cuneiform writing presumed to have been found on a metal disc in the basement of an antiquities shop in Paris France (1970's). Or find someone who is willing and able to give it a shot. I have been trying to find someone for years and as it would seem, those who are qualified want no part of it.
